Bajeti ya Nishati yatupiliwa mbali na  Serikali ya JK

WAKATI Waziri wa Nishati na Madini, William Ngeleja akijipanga kujibu hoja za wabunge kesho, bajeti yake ipo hatarini kukwamishwa kutokana na wabunge wengi kuonyesha msimamo wa kutoiunga mkono.

Miongoni mwa mambo ambayo yanaifanya bajeti hiyo ya Serikali ya Rais Jakaya Kikwete kwa mwaka 2011/12 kuwekewa vikwazo ni tatizo la umeme ambalo linalikumba taifa kwa sasa, uwiano usio sawa katika miradi ya usambazaji wa nishati hiyo na mikataba mibovu katika sekta ya madini na nishati.

Tayari, wabunge wengi wakiwamo wa CCM wametoa misimamo mikali dhidi ya bajeti hiyo na tofauti na wizara nyingine ambazo zilipingwa na wabunge wa upinzani pekee.

Miongoni mwa kauli kali zilizotamkwa na wabunge na hata kuwashangaza wengi ni kama vile, "Hapa patachimbika!" "Nitawaunga mkono wapinzani kuwa Serikali hii ni legelege".

Nyingine ni, "Waziri amesema uongo", "Waziri anapendelea miradi katika majimbo ya maswahiba wake" na "Siungi mkono hoja."

Ingawa wabunge wa CCM, Alhamisi usiku  walifanya kikao chao cha kamati ya chama kuweka mkakati wa kutoipinga, lakini hali inaonyesha kuwa tofauti kabisa.

Kitu kingine ambacho kinaashiria hali itakuwa mbaya kwa waziri huyo ni uamuzi wa kamati ya Bunge ya Nishati na Madini chini ya January Makamba kuonyesha wazi kuwa haiiungi mkono bajeti hiyo, tofuati na kamati zingine za wizara zilizopita ambazo zilikosoa, lakini kwa lugha laini.

Mwenyekiti wake, Makamba alimshambulia waziwazi Ngeleja akisema  tatizo la umeme usio wa uhakika limedumu kwa muda mrefu na sasa limekuwa janga.

"Janga hili limeleta adha kwa wananchi, limeleta athari kubwa kwa uchumi, na fedheha kwa nchi na kwa Serikali," alilalamika Makamba ambaye pia ni Mbunge wa Bumbuli.

Alisema kwa miaka mingi sasa Serikali imekuwa ikisema inafanya juhudi za kutatua tatizo, lakini hazijazaa matunda kwani tatizo limeendelea kuzidi.

Makamba ambaye kwa miaka mitano alikuwa msaidizi wa Rais Jakaya Kikwete akiwa Ikulu, alisema kamati yake inakubali kwamba upungufu wa mvua umeendelea kuathiri uzalishaji wa umeme kwa sababu kwa kiwango kikubwa nchi yetu inategemea umeme unaozalishwa kwa nguvu ya maji yanayotokana na mvua.

Hata hivyo, akasema kamati inaamini kwamba sababu hii ya upungufu wa mvua haiwezi kuendelea kuwa sababu kwani mwenendo wa mvua na majira ya mvua yanajulikana kwa miaka mingi sasa.

Makamba ambaye ni mtoto wa Katibu Mkuu Mstaafu wa CCM, Yusuf Makamba alisema Tanzania imejaliwa kuwa na vyanzo karibu vyote vya kuzalisha umeme kama vile, gesi asilia, jua, upepo na makaa ya mawe.

Kama hiyo haitoshi, Ngeleja aliendelea kuonjeshwa shubiri na wabunge mbalimbali wa kutoka katika chama chake, CCM.

Miongoni mwa wabunge hao wa CCM waliotemea cheche kuhusu bajeti ya Nishati na Madini ni pamoja na Nimrod Mkono (Musoma Vijijini), James Lembeli (Kahama), Charles Mwijage (Muleba Kaskazini), Anne Kilango Malecela (Same Mashariki) na Ally Mohamed (Nkasi Kaskazini).

Mkono alimshangaa Ngeleja akisema katika hotuba yake kwamba mgodi wa Buhemba kwa sasa uko chini ya Shirika la Madini la Taifa (Stamico) na wanatafuta mbia.

Alisema ukweli ni kwamba Ngeleja hakujua alichokuwa anakisema kwa sababu mali na zana zote zilizokuwa kwenye mgodi huo zimeibiwa na umebaki mtupu.

Kwa sababu hiyo, akamtaka Ngeleja aliambie Bunge mtu aliyehusika na wizi huo vinginevyo hataunga mkono bajeti yake.

Alipendekeza kuwa badala ya kuweka walinzi kulinda mgodi huo ambao hauna kitu ndani yake, wapatiwe wachimbaji wadogo wadogo ambao kwa muda mrefu wamekuwa wakinyanyasika kwa kukosa maeneo.

Lembeli, yeye kwa upande wake alilalamikia wakazi wa jimboni kwake kuwa wamekuwa maskini katika nyanja zote zikiwamo afya, elimu, uchumi na miundombinu wakati wageni kutoka nje ya nchi wakifaidika kwa madini wanayochimba eneo hilo.

Alilalamika kuwa wanachoambulia wananchi wake ni mauaji na dhuluma, hivyo akasisitiza: "Mimi siungi mkono hoja hadi haya ninayozungumza yakipatiwa ufumbuzi."

Mwijage alisema kama Serikali ingeweza kuongeza Sh10 ya kodi kwa kila lita ya mafuta, kwa mwaka mmoja yangepatikana mabilioni ya fedha ambayo yangetatua tatizo la umeme.

Lakini, akaishauri Serikali kutumia nyongeza ya kodi ya Sh400 iliyoongeza kwa kila lita ya mafuta ya taa kwa ajili ya kuwekeza kwenye sekta ya umeme.

Kilango, kwa upande wake akitumia lugha kali alimtupia shutuma, Waziri Ngeleja akisema uwekezaji wa miradi ya umeme umependelea zaidi baadhi ya mawaziri wakati kwenye jimbo lake akilaghaiwa.

Alitaja baadhi ya mawaziri waliopendelewa kuwa ni Dk David Mathayo (Maendeleo ya Mifugo na Uvuvi) wa Jimbo la Same Magharibi, Aggrey Mwanri  (Naibu Waziri wa Tawala za Mikoa na Serikali za Mitaa- Tamisemi) kutoka Jimbo la Siha na Profesa Jumanne Magembe (Kilimo, Chakula na Ushirika) ambaye ni Mbunge wa Jimbo la Mwanga.

Kilango alilalamika pia kwamba kwenye hotuba ya Ngeleja alitaja vijiji ambavyo vimesambaziwa umeme huo kwenye jimbo la Same Mashariki, lakini ukweli vyote vipo Same Magharibi, kwa Dk Mathayo.

Hakutaja vijiji hivyo, lakini kwa mujibu wa hotuba ya Ngeleja vijiji hivyo ni Mhezi, Ijinyu, Kijom, Msindo, Mbakweni, Kizungo na Digo.

Hivyo, alimtaka Waziri Ngeleja kuacha kudanganya Watanzania na huku akionyesha upendeleo wa wazi kwa kupeleka miradi mingi ya umeme kwenye majimbo ya maswahiba wake.

Kilango alisema; "Sisi (wabunge) wote tuko hapa kwa kazi moja tu nayo ni (kujadili) kuondoa matatizo ya Watanzania. Lakini, mengine tunayoyafanya ni ya kitoto."

Akionyesha kukasirishwa na kuzungumza kwa jazba.mbunge huyo alisema tatizo la umeme linawatesa sana Watanzania.

Akaitaka Serikali iachane na mpango wa kufikiria yenyewe namna ya kutatua tatizo la umeme nchini na badala yake iwashirikishe na wengine.

Mbunge mwingine ni Ally Mohamed ambaye alimlaumu Ngeleja kwa kile alichosema ni kudanganya kwenye hotuba yake kuwa katika wilaya ya Nkasi, tayari mradi wa kusambaza umeme umetekelezwa kwa asilimia 62.

Mohamed alisema mara baada ya Ngeleja kumaliza hotuba yake na kuomba kutoa taarifa kuwa waziri huyo amedanganya.

"Alisema njia ya umeme wa msongo mkubwa umekamilika na usimikaji wa nguzo umetekelezwa kwa asilimia 62. Huu ni uongo. Hakuna hata nguzo iliyochimbiwa," alilalamika Mohamed.

Alisisitiza kwamba hataunga mkono hoja ya waziri huyo kijana kwa sababu kuna udanganyifu na kuonya kwamba kama ni maofisa wake, basi walimpelekea taarifa potofu.

Kiongozi wa Kambi ya Upinzani Bungeni, Freeman Mbowe (Hai-Chadema) aliliambia Bunge juzi kuwa uhaba wa umeme unaolikumba taifa kwa sasa linatokana na tatizo la uongozi.

"Hakuna 'seriousness' (umakini) katika kutatua tatizo la umeme," alisema Mbowe wakati akichangia hotuba ya bajeti ya Wizara ya Nishati na Madini.

Alisema kuwa tatizo la umeme limekuwa likilikabili taifa kutokana na Serikali kutekeleza mipango yake kisiasa.

Alielezea miradi mingi iliyopo kwenye bajeti inatokana na taarifa za kusikia kuhusu wafanyabiashara ambao wanahisia za kuwekeza katika miradi mbalimbali nchini.

Na hilo, akasema ndilo linalosababisha mara nyingi miradi mingi kuonekana kwenye makaratasi, lakini utekelezaji wake haupo.

Alionya kuwa tatizo hilo limekuwa likionekana ni dogo, lakini linawaathiri watu wengi, hasa kampuni na viwanda vilivyowekezwa nchini na linavitishia kuviangamiza kabisa.

Hali inavyonekana kwa sasa, alisema inaashiria kuwa Waziri Ngeleja amezidiwa kutokana na kurundikiwa mambo mengi ayafanye kwa wakati mmoja.

Kwa sababu hiyo, Mbowe akapendekeza wizara hiyo igawanywe mara mbili kutokana na unyeti wa mambo iliyo nayo juu ya sekta ya madini na nishati.

Hata hivyo, aliwafurahisha baadhi ya wabunge alipoeleza kushangazwa na kitendo cha Kamati ya Bunge ya Nishati na Madini kutoa shutuma kali dhidi ya wizara, akisema alitegemea cheche za namna hiyo kutolewa na vyama vya upinzani, hivyo akamtaka mwenyekiti wa kamati hiyo, January Makamba kuihama CCM na kujiunga Chadema ili aweze kutumia vizuri mawazo hayo.

Hata hivyo, baada ya kumaliza, Waziri wa Nchi, Ofisi ya Waziri Mkuu (Sera, Uratibu na Bunge), William Lukuvi alitoa taarifa kuwa kamati ya Makamba ina wajibu wa kuikosoa Serikali.

Alisema kamati ile inajumuisha wabunge wa pande zote, hivyo si ya CCM na ina wajibu wa kuikosoa na kuishauri Serikali.


Nayo Kambi ya Upinzani Bungeni imesema kuwa tatizo sugu la mgawo wa umeme limekuwa sugu na kutaka serikali ilitangaze kuwa ni janga la taifa ambalo limetokana na ufisadi na udhaifu wa kiuongozi na kiutendaji ambao umeikabili sekta ya nishati nchini kuanzia awamu ya pili.

Kambi hiyo ilitoa kauli hiyo kupitia msemaji wake kuhusu Wizara ya Nishati na Madini, John Mnyika (Ubungo-Chadema), wakati akichangia hotuba ya bajeti iliyosomwa na Waziri Ngeleja.

Mbali na kulitangaza kuwa janga la kitaifa, Mnyika alitaka viongozi waliohusika kuwajibishwa na iundwe kamati kulichunguza kwa undani jambo hilo, vinginevyo kambi ya upinzani itahamasisha maandamano nchi nzima.

Alitaja madhara mengine ya kifisadi ni hasara ya mchakato wa ubinafsishaji wa Shirika la Umeme Tanzania (Tanesco), uzembe wa Net Group Solution, ufisadi wa Kiwira, kashfa ya Alstorm Power Rentals, sakata la Songas/Pan African Energy na ufisadi wa Richmond.

Madhara mengine aliyataja kuwa ni yale yaliyotokana na Dowans ambayo sasa mitambo yake iko chini ya Symbion.

Alisema pamoja na uamuzi ya Bunge la tisa ya kuhusu masuala hayo bado kambi ya upinzani inataka hatua kamili kuchukuliwa kwa wahusika wa kashfa hizo kama walivyotajwa kwenye orodha ya mafisadi ili kujenga msingi wa kuepusha hali kama hiyo kujirudia katika uwekezaji unaondelea hivi sasa.


Hata hivyo, awali akisoma bajeti ya wizara hiyo, Ngeleja alitaja miradi ipatayo 16 ambayo Serikali imekusudia kuitumia ili kutatua tatizo la umeme moja kwa moja.

Ngeleja alisema kuwa mpango wa bajeti hiyo umezingatia mikakati mbalimbali ya maendeleo ya kitaifa kama vile, Dira ya Taifa ya Maendeleo ya 2025, Mpango wa Maendeleo ya Taifa wa Miaka Mitano, Malengo ya Maendeleo ya Milenia na sera za CCM.

"Lengo la Serikali ni kuimarisha na kuboresha sekta ya nishati na kuongeza fungamanisho la sekta ya madini na sekta nyingine," alisema Ngeleja.

Miongoni mwa miradi aliyoitaja Ngeleja ni mradi wa mitambo ya kufua umeme ya megawati 100 ulioko Ubungo jijini Dar es Salaam ambao utakamilika Desemba mwaka huu na megawati 60 jijini Mwanza ambao utakamilika Juni mwakani.

REGIONAL HEALTH EXPERTS CHART RESPONSE TO DEADLY FEVERS

East African Community Secretariat, Arusha, Tanzania, 12 July 2011: A meeting of EAC experts on Viral Hemorrhagic Fevers (VHFs) opened today in Entebbe, Uganda to devise strategies to counter the various VHFs the region is susceptible to. These fevers, most of which are fatal, include Ebola, rift valley fever, yellow fever and Marburg fever.

The 12-14 July experts’ meeting hosted at the Uganda Virus Research Institute (UVRI) is part of a process to formulate a regional policy to address the frequent outbreaks of various VHFs in the EAC Partner States and neighboring countries. It will also discuss integrated disease surveillance and response.

Over the last three decades, EAC Partner States have experienced recurrent outbreaks of Viral Hemorrhagic Fevers including yellow fever (most recently in Uganda), Marburg fever, Ebola, and rift valley fever (Kenya in 2006/2007 and Tanzania in 2007).

Opening the meeting, EAC Secretary General Amb. Dr. Richard Sezibera noted that although the incidence of Viral Hemorrhagic Fevers was not regular compared to infectious or vector borne diseases like tuberculosis or malaria, their impact was enormous, especially due to their high case fatality rates.

In a speech read on his behalf by the EAC Principal Health Officer, Dr. Stanley Sonoiya, the Secretary General observed that outbreaks of VHFs often take long to detect and confirm due to limited financial, technical, infrastructural and human resources as well as organizational and institutional capacity to mount effective and sustained emergency preparedness and response at national and regional levels.

He thus urged Partner States to utilize funding secured from the World Bank to initiate sustainable long-term measures to address the frequent outbreaks of these deadly fevers and rallied EAC to join hands with specialized technical agencies to develop and implement a “robust” EAC Regional Viral Hemorrhagic Fevers Strategic Emergency Preparedness and Contingency Plan: 2012-2016.

The proposed Contingency Plan seeks to, among others, raise the regional capacity to respond to the VHFs and other emerging and re-emerging diseases of epidemic and pandemic potential in East Africa.

Amb. Dr. Sezibera applauded the Government of Uganda for simultaneously hosting the 11-14 July East African Diabetes Summit and the EAC Regional Viral Hemorrhagic Fevers Experts’ Meeting, saying it was a demonstration of the country’s commitment and leadership in the health sector in the context of regional integration.

Among those attending the experts’ meeting include; representatives from Uganda Virus Research Institute (UVRI); Uganda National Health Research Organization (UNHRO); the Food and Agriculture Organization of the United Nations (UN-FAO) – Emergency Centre for Transboundary Animal Diseases (ECTAD) Eastern Africa Region; the World Organization for Animal Health (OIE) - Eastern Africa Region; the East, Central and Southern Africa Health Community Secretariat (ECSA-HCS); the United States Centres for Disease Control and Prevention (US-CDC); the World Health Organization (WHO); and EAC Partner States’ Health and Disease Control Experts and Researchers.

Notes to Editors

·         Over the last five decades, Africa has suffered frequent outbreaks of Ebola, rift valley fever, yellow fever and Marburg hemorrhagic fever, among other special pathogens while EAC Partner States have also experienced recurrent outbreaks of these VHFs over the last three decades.

·         Examples include the occurrence of yellow fever in Kenya (1993) and in Uganda (2010/2011), Marburg fever in Uganda (2007/2008), rift valley fever (Kenya in 2006/2007 and Tanzania in 2007) as well as ebola fever which has now occurred three times in Uganda in 2000/2001 (northern Uganda), in 2007 (Bundibugyo District in western Uganda) and this year in Luwero District.

·         It is, however, possible that many more outbreaks could be occurring but are not reported due to the current limited capacity for early detection, reporting, investigation and response at regional, national and sub-national levels.

·         In accordance with Article 118 (a) of the EAC Treaty, the Partner States undertook to co-operate and take joint action towards the prevention and control of communicable and non-communicable diseases and to control pandemics and epidemics of communicable and vector-borne diseases that might endanger the health and welfare of the residents of the Partner States, among others.

·         In this context, the EAC is collaborating with the East, Central and Southern Africa Health Community Secretariat (ECSA-HCS), the World Health Organization (WHO), the US Centres for Disease Control and Prevention (US-CDC) and the Microsoft Corporation (USA) in the implementation of the World Bank-supported East Africa Public Health Laboratory Network Project (EAPHLNP) which will also contribute to the strengthening of the East African Integrated Disease Surveillance Network (EAIDSNet).

·         EAIDSNet is a regional collaborative initiative of EAC Partner States’ national ministries responsible for human and animal health, including wildlife as well as the national health research and academic institutions in both public and private sectors.

·         The main objective of the East Africa Public Health Laboratory Network Project is to establish a network of efficient, high quality, accessible public health laboratories for the diagnosis and surveillance of Tuberculosis (TB) and other communicable diseases.

·         The project will complement ongoing regional and global initiatives to improve Integrated Disease Surveillance and Response (IDSR) country systems which will enhance the availability of quality information by, among others; strengthening competence of laboratory and facility personnel to collect, analyze, and use surveillance data; reinforcing laboratory networking and district capacity (particularly those in border areas) to report, investigate, and adequately respond to disease outbreaks; and lastly strengthening communications and data sharing to respond rapidly to outbreaks, including those which are: outbreak prone (cholera, meningitis, viral hemorrhagic fevers), endemic (multi-drug resistant TB), or have pandemic potential (influenza).

Mombasa-based singer Nyota Ndogo was the only Kenyan act invited for the annual Serengeti Fiesta celebrations in Tanzania that see top acts from the country perform for the members of Parliament in Dodoma.
Nyota spoke to Word Is about the experience, "It was a big event and was full of life and colour. The Serengeti Fiesta is hosted by Clouds FM where the team tours the whole of Tanzania and culminate in a big concert in Dar es Salaam."

She continued: "Being part of these celebrations and making it on the list of performers is a great honour and validation of me as an artiste from Kenya. It shows they recognise and respect my music and talent for which I'm grateful."
The event was held at the Jamuhuri Stadium where thousands attended to watch performances from top acts like Diamond, Godzilla, Belle9, Barnaba, Linah and Mwasiti.
The Watu na Viatu singer had earlier in the year performed at the Zanzibar International Film festival alongside Jamaican singer Shaggy. Nyota is currently riding high with her new song Wao Wao Wanaume with Congolese musician Ricky Mulolo. But her mind is on finishing her three-bedroomed bungalows that she is building in Voi, which she says will be complete "hopefully by next month."

After making it to the quarter-finals of the Champions League last season, Tottenham should really be pushing ahead. 
Instead, as they procrastinate over where a new stadium should be and how much it should cost, they are set to stand still as Manchester United, Chelsea and Manchester City move on to the next level.
Tough talk over Luka Modric and Gareth Bale is all very well. So is having a good old snigger at the difficulties of their neighbours and hated rivals, Arsenal.
But anyone from Tottenham making fun of the major fault lines appearing in the Arsene Wenger project should prepare for it to come back to haunt them. 
Sooner rather than later, too, based on the way things are going with the so far illusory new 56,000-seat stadium that is supposed to secure Spurs' future.
If Arsenal are to become the top four's selling club because they are not winning trophies or will not pay the highest wages, what is going to happen to Spurs?
Tottenham, restricted by the 36,000-seat White Hart Lane, are already seen as vulnerable to big-money bids for their best players as they reside on the rung below the genuine title contenders.
The cost of them climbing is prohibitive without a bigger, new home that can accommodate the fans on their waiting list and significantly increase their income. 
Manager Harry Redknapp's magic wand cannot be waved every season and the longer Spurs do nothing, the worse things will become. 
Yet, it is nearly three years since Tottenham announced they were going to build a new stadium next to White Hart Lane.
It is eight years since they started buying up and taking options on properties surrounding their ground to facilitate the move. 
No-one is any wiser about where Spurs will be playing in a decade though. 
The Northumberland Park Development Project, as the plan for a new ground near their historical home is called, has been on and off like a strobe light at a nightclub. 
The current position is that it has planning permission and could be revived if the government agree to contribute to the £450million cost from its Regional Growth Fund. 
Spurs' bid for funding has just been submitted but they will not know if they are one of the lucky few until around October. 
Due diligence and negotiations over the amount they might get from the £950m pot could take a further six months and Levy should not hold his breath. 
Of the 450 who applied in the last round for cash, 400 missed out, and a long-term strategy for growth and job creation is required of all successful applicants.

Nairobi — East African Community ministers will on Wednesday release the region's scorecard on social development.
East Africa Community permanent secretary David Nalo said the report would highlight social issues captured in the Millennium Development Goals in the health, education, sports sector, social protection and community development as well as conservation of natural resources.
"We will get an update on how we are doing in all these areas and take stock of the progress," Mr Nalo said.

Integration issues
Permanent secretaries from Kenya Uganda, Tanzania, Rwanda and Burundi have been attending the third meeting of the Forum of East African Community Ministers Responsible for Social Development in Nairobi.
Their meeting ended on Tuesday. "In implementing the EAC treaty, there is need to deal with issues of social integration," Mr Nalo said,adding that the report would indicate progress in the health and education sectors in particular.

EAC deputy secretary for productive and social sectors Jean-Claude Nsengiyumva said the strides made in education were evident with the completion of a study of the EAC education system and training curriculum.


"The report is ready for education ministers," he said. Among recommendations in the report are that students will be able travel to any of the member states and pay the same fees as locals.

Obama alisema katika mkutano na waandishi wa habari mjini Washington kuwa hajakiuka Azimio la Madaraka ya Kivita, sheria ya Marekani ambayo inataka rais apate ruhusa kutoka bungeni katika muda wa siku 60 endapo majeshi ya Marekani yanahusika katika mapigano.
Alisema kiongozi wa Libya Muammar Gadhafi alikuwa anatishia kuuwa watu wake, na Marekani, kama sehemu ya ushirika wa kimataifa, ilishambulia ulinzi wa anga za Libya ili msaada wa kibinadamu uweze kufikishwa kwa wananchi wa Libya. Aliserma shinikizo linamzidi kiongozi huyo wa Libya, au kama alivyosema "kitanzi kinakaza."
Rais Obama alisema alizungumza na watu wa Marekani kuhusu Libya na kuwaarifu wajumbe wa Congress na amefanya vile alivyotakiwa kufanya. Alitoa maelezo hayo kujibu madai kutoka kwa baadhi ya wabunge wa upinzani kuwa amekiuka madaraka yake kwa kuyaingiza majeshi ya Marekani vitani bila ruhusa ya bunge.

A Mexican woman has been arrested for trying to sneak her husband out of prison in a suitcase following a conjugal visit.
Maria del Mar Arjona, 19, was stopped as she left the prison in Chetumal, the capital of the Caribbean state Quintana Roo.
Staff became suspicious as the young woman seemed nervous and was struggling with a black, wheeled suitcase which looked particularly bulky.
Police spokesman Gerardo Campos said prison guards checked the bag and found inmate Juan Ramirez Tijerina curled up inside.
Convicted in 2007, Ramirez is serving a 20-year sentence for illegal weapons possession.
He is thought to be a member of the Sinaloa drugs cartel.
Arjona has been arrested and charges are pending
