Kamanda wa Kikosi cha Kuzuia na Kupambana na Madawa ya Kulevya Tanzania, Kamishna Mwandamizi Msaidizi wa Polisi, Godfrey Nzowa ambaye pia ni mwanasheria, aliliambia gazeti hili mwishoni mwa wiki iliyopita ofisini kwake kuwa iwapo watu hao watapatikana na hatia, hukumu yao itakuwa ni kifungo cha maisha jela.
“Miaka ya hivi karibuni huko Mtwara kuna watu walipatikana na madawa ya kulevya na kuhukumiwa kifungo cha maisha ambacho wanakitumikia,” alisema Kamanda Nzowa.
Mkuu huyo alifafanua kuwa kutokana na wingi wa madawa waliyokamatwa nayo, kesi hiyo itabidi isikilizwe na Mahakama Kuu ya Tanzania.
“Upelelezi ukikamilika tutawafikisha mahakamani. Japokuwa tutawapeleka Mahakama ya Hakimu Mkazi Lindi, pale kesi yao itatajwa tu, lakini itakapoanza kusikilizwa itakuwa mahakama kuu,” alibainisha Nzowa.

Matamshi hayo yaliungwa mkono na wakili maarufu nchini, Mabere Marando na Mwanasheria, Dk. Ngali Maita ambao kwa nyakati tofauti walisema adhabu ya kukutwa na madawa ya kulevya mengi kiasi hicho, huwa ni kifungo cha maisha.
“Unajua hukumu za kukutwa na madawa ya kulevya hutegemea, mara nyingi huwa ni kifungo cha miaka mingi, kuanzia miaka 20, 30 au maisha,” alisema Marando huku mwenzake, Dk. Ngali akiongeza kuwa anayepatikana na kilo 210 anahukumiwa kifungo cha maisha.
Watuhumiwa wengine waliokamatwa pamoja na Morine katika Kijiji cha Mchinga Mbili, Lindi kwa mujibu wa Nzowa ni mwenye nyumba yalipokutwa madawa hayo, Pendo Mohamed Cheusi (67), mkazi na mkulima wa kijiji hicho na Hemedi Said (27), dereva na mkazi wa Mtoni, jijini Dar es Salaam ambaye pia ni mtoto wa mwenye nyumba hiyo.
Aliwataja watuhumiwa wengine kuwa ni  Ismaili Adamu, kwa jina lingine Athuman Mohamed Nyaubi (28), mfanyabiashara wa magari nchini Afrika Kusini na mkazi wa Moroco jijini Dar es Salaam.
Morine Amatus ni mkazi wa Mikocheni ‘B’ jijini Dar es Salaam na baba yake alikuwa Mkurugenzi wa Utumishi wa Benki Kuu ya Tanzania (BoT). Baba yake huyo alifungwa miaka miwili, Mei 24, 2010 kwa makosa ya kutumia vibaya ofisi ya umma.

 NZOWA KUDODOSWA
Alipododoswa zaidi Kamanda Nzowa, alisema kuwa wahalifu wengi wa madawa ya kulevya wanadhani sehemu salama ya kufanyia biashara hiyo haramu ni nje ya Dar es Salaam.
“Niwatahadharishe wale wote wanaofanya au kufikiria kufanya biashara hiyo kwamba waache kwa sababu polisi kwa kushirikiana na raia wema tumejipanga. Maeneo yote siku hizi tunayalinda, watakaojiingiza katika biashara hiyo haramu, watakamatwa tu,” alionya Nzowa.
“Nitazungumzia day one tu (siku ya kwanza). Tuliwakamata usiku baada ya kuwazingira katika nyumba ya Bi. Pendo Cheusi. Tukawakuta na madawa yakiwa yamehifadhiwa ndani ya madumu yapatayo nane yaliyokuwa na ujazo wa lita 60 kila moja, tayari kusafirishwa kupelekwa nje ya nchi,” alisema.
Alibainisha kuwa tayari madawa hayo yamesafirishwa kuletwa jijini Dar es Salaam, ili yapelekwe kwa mkemia mkuu wa serikali kwa ajili ya kuyapima, sanjari na kuyatunza wakati kesi ya watuhumiwa hao itakapokuwa ikiendelea.
Kamanda Nzowa amewashukuru  wote waliofanikisha kutoa taarifa ya kuwepo kwa madawa hayo, na kuongeza kuwa hiyo ni mara ya kwanza kwa Mkoa wa Lindi kukamata madawa mengi kiasi hicho.
Akawaomba wananchi kuendelea kushirikiana na vyombo vya dola kutoa taarifa pale wanapobaini kuwepo kwa vitendo ambavyo vinakwenda kinyume na maadili ya nchi.

UCHUNGUZI WETU
Uchunguzi uliofanywa na gazeti hili umegundua kuwa watuhumiwa hao walikuwa wakifuatiliwa na polisi tangu walipokuwa wakitoka jijini Dar es Salaam, wakitumia boti iendayo kasi iliyokuwa ikipepea bendera ya nchi moja ya nje (jina tunalihifadhi).
Mwandishi wetu aliambiwa na baadhi ya wanakijiji wa Mchinga Mbili walioomba majina yao kutoandikwa gazetini, kuwa Hemedi alikuwa akifika kijijini hapo na rafiki zake mara kwa mara wakitumia magari tofauti ya kifahari.
Uchunguzi zaidi umebaini kuwa watuhumiwa hao walifikia hoteli moja ya kifahari ya mjini Lindi ambayo pango lake kwa siku moja ni shilingi 150,000 bila chakula na vinywaji.
Habari za kipolisi zinasema mzee Amatus Liyumba, baba wa Morine naye atachunguzwa kutokana na mtoto wake kukumbwa na sakata hilo. Hata hivyo, hakuna kiongozi wa polisi aliyekuwa tayari kuthibitisha hilo kwa madai kuwa uchunguzi wao hufanywa kwa siri kubwa.

Kaka denies PSG deal

Real Madrid playmaker Kaka has rejected claims he has agreed a move to big-spending French club Paris Saint Germain.
PSG have been on a high-profile recruitment drive during the transfer window, narrowly missing out on a £25 million deal for Alexandre Pato, and appointed Carlo Ancelotti, Kaka's former coach at AC Milan, as their new manager last month.
Italian daily Gazzetta dello Sport reported on Wednesday that Kaka had agreed to be reunited with his old mentor at PSG, but the Brazil international insists he is committed to Real Madrid.
"It isn't true that I have made any agreement with another club ... I am totally focused on following my personal and collective goals at Real Madrid," Kaka wrote on his Twitteraccount.
Kaka, 29, has struggled to repeat the form he showed at the San Siro since his £56 million move to the Bernabeu with injury hampering his progress.
The midfielder, a former winner of the Ballon d'Or and FIFA World Player of the Year awards, signed a six-year deal when he joined Madrid in June 2009.

Vorm has proved to be a vital player for manager Brendan Rodgers during the Swans' inaugural season in the Premier League, after joining from Dutch outfit Utrecht in the summer, for a bargain £1 million. 
However, Vorm's string of outstanding performances and penalty saving nous has not gone unnoticed with England's elite clubs, with Swansea director van Zweden admitting this week the Dutch international has had interest from Manchester United, Chelsea, Newcastle United and Tottenham.
'Clubs have enquired about Vorm,' he said. 
'Manchester United have asked, in addition Chelsea and for that matter Newcastle United. Tottenham Hotspur have cautiously announced they are interested. 
'It would be a nightmare for us if he left'


The 21-year-old has struggled for form and confidence after his £20 million move from Atletico Madrid in the summer, and with Anders Lindegaard now installed as first choice, De Gea looks set for a frustrating spell on the bench. The interest of Chelsea, Newcastle and Tottenham is tentative as both sides already have established first choices, but United do not, and are thought to be interested in Vorm as a cheap, consistent alternative to De Gea, who could be loaned for next season. 

Yet if De Gea's situation does not improve by the end of the season, he could be loaned out to another Premier League side in a bid to toughen up, with the £6million-rated Vorm brought in as a stop gap. 
The deal would likely be a complicated one though, with Vorm's former club Utrecht being entitled to a healthy sell on fee, thanks to a clause inserted into his contract.

AMBASSADOR JUMA VOLTER MWAPACHU OF TANZANIA ELECTED AS PRESIDENT OF SID BY THE NEW GOVERNING COUNCIL


Ambassador Juma Volter Mwapachu (pictured) was until recently Secretary General of the East African Community (EAC) where he oversaw the growth of this regional economic bloc and operationalized many of its key achievements including the East African Customs Union, negotiations for the East African Common Market as well as the expansion of the bloc with the admission of Rwanda and Burundi as members. The East African Community today encompasses Burundi, Kenya, Rwanda, Tanzania and Uganda as members and has combined population of some 140 million people and GDP of approximately some US$ 140 billion (the fourth largest in Africa). Amb. Mwapachu also chaired the task force of Chiefs Executives of COMESA, EAC and SADC, with the ambitious task of establishing a grand free trade area from the Cape of Good Hope to Cairo. Prior to his appointment to the EAC, Amb. Mwapachu was Tanzania's ambassador to France and has previously held positions in both the public and private sectors.

Amb. Mwapachu holds a Bachelor of Laws degree from the University of East Africa, Dar-es-Salaam (1969) and a Postgraduate Diploma in International Law, International Institutions and Diplomacy from the Indian Academy of International Law and Diplomacy, New Delhi, India. In 2005, The University of Dar es Salaam conferred on Amb. Mwapachu a Doctor of Literature degree (Honoris Causa) and in December 2011, he was awarded Kenya's third highest presidential honour - The Moran of Gold Heart (MGH) - for his outstanding tenure as Secretary General of the East African Community.
Amb. Mwapachu has authored two books: Confronting New Realities: Reflections on Tanzania's Radical Transformation (E&D, 2005) andManagement of Public Enterprises in Developing Countries (Oxford and IBH, 1983). He is also the co-author of two other books: Local Perspectives on Globalization - The African Case (with J. Semboja and E. Hansen, REPOA, 2002) and Towards a New Millennium - perspectives on Tanzania's Vision 2025 (with M. Mwandosya and S.Wangwe, CEEST, 1998).

One of his first tasks as president will be to chair a meeting of the new SID Governing Council that will meet in Rome, Italy between January 20 and 21. This council session will lay the groundwork for SID's strategic plan for the next four years as well as complete the nominations and elections for the vacant officer positions

SID Experience 
Amb. Mwapachu has a longstanding experience in SID having been a founding member of the SID Tanzania Chapter in 1984, its first Secretary General, and a member of the SID International Governing Council. He also led the efforts that saw the 2002 SID International Congress hosted in Dar-es-Salaam, Tanzania. His qualifications and extensive experience in the regional and international political arena as well as his intimate knowledge of the Society position him well to lead and inspire the vision and agenda of SID for the coming years.

Amb. Mwapachu will serve a four-year term as President effective January 1, 2012. He takes over from Jan Pronk of the Netherlands

Last night a judge granted Schettino, 52, release from prison to be placed under house arrest. He will have to stay at his £175,000 apartment in the seaside town of Meta di Sorrento near Naples, where he lives with his wife and daughter, while the investigation is continued.
But as Schettino faces the prospect of charges of multiple manslaughter, causing shipwreck and abandoning ship, the devastating transcript of Friday night’s events appeared to make a mockery of his claims that he had ‘saved’ lives.
In a series of increasingly desperate telephone exchanges with coastguards, the first conversation with Schettino – Concordia’s captain of six years – is only nine minutes after the luxury liner – containing 4,200 passengers – hit an underwater reef.
Even though it had suffered a fatal gash in its port-side hull, Schettino tells a worried harbourmaster that everything is fine, other than a ‘small technical problem’.
When officials again managed to contact the captain, who by now was safely on shore despite hundreds of passengers still being on board, he says he is unable to return as the liner has started to list.
Instead of obeying the orders, Schettino was reportedly seen getting into a taxi and leaving the scene as passengers were left to fend for themselves.
It has previously been claimed that the disgraced skipper steered to within 300 yards of the rocky shores of the picturesque isle of Giglio so he could perform a ‘salute of respect’ for a retired officer as well as to impress his head waiter’s family on shore.
He should have been at least five miles out to sea but insists the rocks he struck were not marked on his charts. He has also been accused of dining with beautiful women as the liner crashed into rocks and of raiding the safe before jumping ship.
Last night Schettino’s wife Fabiola came to his defence, saying: ‘Much of what has been published about his actions are still to be verified while those who know him well have testified that he is absolutely dedicated to his work and his professionalism as can be demonstrated by his quick, decisive actions which helped limit the consequences of the accident for all the passengers onboard.' 
Meanwhile, hopes faded for the 24 passengers and crew still missing, including honeymooning bride Maria D’Introno, 30. The rest of her party jumped into the sea and swam to a nearby headland. 
Her husband, Vincenzo Rosselli, 40, of Biella near Turin, said: ‘The main thing on my mind was for my 74-year-old father who has a problem with his hip. We all had lifejackets but Maria couldn’t swim and she was scared of the water.’

Yesterday rescuers created a series of controlled explosions on the 117,000-ton ship so that the hundreds of cabins and corridors could be searched more quickly.
The idea was also to provide a vital escape route should the Concordia slip from its resting place on a rock and plunge 100 yards to the seabed. 
Dogs have also been brought in to help with the search. 
All are working under constant danger that waves or movement might send debris or heavy furniture crashing down on them. 
In one part of the ship, a grand piano is said to be leaning precariously against an underwater wall.
Yesterday one rescue worker said it would need a ‘miracle’ to find any survivors in the flooded section of the ship as they would need a freak air pocket for oxygen and to keep dry to avoid hypothermia. 
It was also claimed last night that junior officers led a ‘mutiny’ against Schettino and ordered passengers to the lifeboats after he delayed in giving the command to evacuate for an hour after hitting the rocks.
Extraordinary footage of Friday’s evacuation, shot by infrared video camera from a coastguard helicopter, emerged of hundreds of passengers on the hull of the upturned ship trying to clamber down a single rope to a few crowded, wave-lashed lifeboats.
One man said emerging from the terror inside the ship to find himself perched on top of the slowly submerging hull was ‘like waking up from one nightmare and stumbling into another’.
By this time, it was claimed, crew members were shoving their way past passengers. 
One of the crew was screaming: ‘I don’t want to die!’
