WAYNE ROONEY'S winner lifted Manchester United back to the top of the table — but even boss Alex Ferguson admitted they got lucky.

Fulham should have been awarded a late penalty when Michael Carrick fouled sub Danny Murphy.

Boss Alex Ferguson said: "Yes, Michael tapped their player's heel and they had a good claim.

"The ref was lenient also in the first half when we should have had a penalty for handball. Maybe the ref was thinking about that."

Fulham boss Martin Jol said: "We expected a penalty to be given but it takes a very brave referee to give one against United at Old Trafford. This isn't the first time, especially not for me.

"Everyone in the stadium expected a penalty and the ref would have had to send Carrick off.

"We could have shocked them, they looked very nervous."

Ferguson admitted: "Fulham finished the game very strongly and caught us out on the counter-attack

Tanzania:  Illegal Fishing in Zanzibar Still a Big Headache

DESPITE increased awareness, law enforcement and the use of mobile phones in curbing harmful methods of fishing, the lack of support from leaders hampers the campaign against Officials in the Department of Fisheries and Marine Resources under the Ministry of Livestock and Fisheries say that though there are noticeable achievements in reducing illegal fishing done by foreign vessels, the use of undesirable methods of fishing by Zanzibaris themselves remains a challenge.

Mr Haji Shomari, head of the patrol team for anti-illegal fishing, says the most common illegal fishing methods include the use of small mashed nets and traps, Beach seine, spear guns, chemicals from plants locally known as utupa and fishing without a license."The problem of illegal fishing especially the use of wrong sized nets and spear guns were pointed out at Chwaka Bay a conservation area, Pete inlet in Menai conservation area, Bungi village, Bumbwini patch, and smaller islands made of stone," Shomari told Daily News.

Shomari said that the destructive fishing methods are a big challenge and there is a shortage of patrol equipment. The team lacks modern patrol boats, support from leaders and other institutions. Under funding is the biggest challenge. "The operational cost of running the patrol each day is between 200,000/= to 400,000/=. We have four boats but need five extra boats," Shomari said.

The director of the Department of Fisheries and Marine Resources, Mr Mussa Aboud Jumbe, says multiple measures have been taken to fight illegal fishing including public awareness, distribution of correct fishing gear and boats to fishermen and the enforcement of the marine laws.

Mr Jumbe says combating illegal fishing can only be achieved if leaders work together to support the programme by talking to people about the dangers of illegal fishing."We distribute environmentally friendly fishing equipment and we have minimized harmful fishing practices in many areas. Unfortunately there are some stubborn people who refuse to change and have the backing of some leaders," Mussa says.

Opening a one-day stakeholders meeting under the theme "The escalating illegal fishing" the speaker of the Zanzibar House of Representatives Mr Pandu Ameir Kificho said "Some leaders who own fishing boats are reluctant to stand firm against illegal fishing. But we should all know that prohibiting illegal fishing is of national interest."

He added, in his speech that "the attractive price for fish and concerted fishing are to blame for harmful fishing methods."Ms Asha Mohamed Ahmed- legal advisor of the ministry, said that some of the 34,000 fishers are ruining the environment by using illegal fishing.

Under the fisheries Act of 2010, it is against the law to use prohibited gear. The use of illegal fishing equipment destroys coral reefs and kills immature fish."Last year we had 16 cases of illegal fishing. Some cases were dismissed as a result of interference. We ask leaders to fully cooperate in fighting illegal fishing," Shomari, the head of the Patrol unit said.

Chairpersons of community fishing committees have been given mobile phones to help report any incident of illegal fishing in their areas. "It is an achievement and now fishermen are aware that we receive reports over the mobile phone. Shomari says.The Ministry has come up with a new push for the implementation and enforcement of fishing laws. The Department is lobbying for more funds and is planning for better surveillance.

The minister of Livestock and Fisheries Mr Said Ali Mbarouk has appealed to Zanzibaris for increased co-operation in stopping illegal fishing and in stopping fishermen from abroad from fishing in Zanzibar waters. Unidentified illegal fishing vessels have been spotted over the past years.

Despite making arrests, Zanzibar sea patrol authorities are struggling hard to keep out foreign vessels, allegedly equipped with modern technology including satellite positioning systems, and radars. The minister said "Traditionally fishing is a way of life for most people on the Isles. Agriculture is hardly practiced and fishing is the means by which people survive."

Minister pointed out, "Illegal fishing is a global phenomenon that affects developing countries such as Zanzibar. It is really harmful for our national economy and environment."Zanzibar not only faces problems in its distant waters which are difficult to patrol, but also in its traditional intense competition for fish among small scale fishers resulting in declining catch, and the over-exploitation of the resources. The need for fishermen to catch fish in order to survive is compelling many small scale fishermen to resort to illegal fishing practices.

SECRETARY GENERAL LAUNCHES MICROSOFT OFFICE 2010 KISWAHILI LOCAL LANGUAGE PACK

Urges Microsoft to work with governments in the region to increase investments

East African Community Secretariat, Arusha, 22 February 2012: The Secretary General of the East African Community Amb. Dr. Richard Sezibera this morning launched the Microsoft Office 2010 Kiswahili Local Language Pack, urging the Information Technology firm to work with governments in the region to increase investments in projects that will enhance the bloc’s economic growth.

At the ceremony held at the EAC headquarters in Arusha, Tanzania, Amb. Sezibera described the occasion as “yet another milestone in the Information and Communications Technology (ICT) sector” and hailed Microsoft for taking a leading role in facilitating adoption of ICT and the general economic development of the East African Community.

The Secretary General commended Microsoft for recognizing the importance of Kiswahili language in communication and said “both Windows 7 and Office 2010 translations will go a long way in spurring growth of Kiswahili as a mode of communication in education, science and technology as well as government services”.

He affirmed that translating the Microsoft Office 2010 into a language that is familiar to the local citizens is a boost to regional development as more computer users will now participate in development discussions resulting in improving the effective delivery of public services for citizens; enhancing national and regional capacity to formulate and implement ICT policies; developing public sector-oriented ICT solutions as well as enhancing the use of technology to promote good governance and poverty reduction in the region.

The Secretary General disclosed that the ICT sector had driven up to 40% of economic growth in East Africa in the past 10 years and most of that growth had been in large companies. He noted that the next phase could be led by Small and Medium Enterprises (SMEs), as long as the necessary and targeted policy interventions were made.

The Secretary General said there was urgent need for change, not only to maintain existing levels of education and training in the population, but also to develop the new skills and competences required if East Africa is to remain competitive and grasp new opportunities. He added that the region acknowledges ICT as a driver of economic growth although literacy levels were influencing its use.

“The development of the information society and the wide-spread diffusion of Information and Communication Technology (ICT) give rise to new digital skills and competences that are necessary for employment, education and training, self-development and participation in society,” noted Amb. Sezibera.

Speaking at the launch, Microsoft’s Citizenship and Regional Education Manager for East and Southern Africa Dr. Mark Matunga said: “We believe technology has an increasingly important role to play in the maintenance of linguistic diversity, not only to promote mutual understanding and dialogue, but also to strengthen local economies.

“All too often communities are excluded from IT skills fluency, and the accompanying job opportunities, for lack of technology in their local language.  Providing technology in a native language is critical to helping people access the tools they need to create better economic opportunities,” Dr. Matunga said.

Windows 7 Kiswahili Local Language Pack in Dar-es- Salaam in May last year by His Excellency President Jakaya Mrisho Kikwete. Mkuu huyo alifafanua kuwa kutokana na wingi wa madawa waliyokamatwa nayo, kesi hiyo itabidi isikilizwe na Mahakama Kuu ya Tanzania.
“Upelelezi ukikamilika tutawafikisha mahakamani. Japokuwa tutawapeleka Mahakama ya Hakimu Mkazi Lindi, pale kesi yao itatajwa tu, lakini itakapoanza kusikilizwa itakuwa mahakama kuu,” alibainisha Nzowa.

WANASHERIA WANASEMAJE?
Matamshi hayo yaliungwa mkono na wakili maarufu nchini, Mabere Marando na Mwanasheria, Dk. Ngali Maita ambao kwa nyakati tofauti walisema adhabu ya kukutwa na madawa ya kulevya mengi kiasi hicho, huwa ni kifungo cha maisha.
“Unajua hukumu za kukutwa na madawa ya kulevya hutegemea, mara nyingi huwa ni kifungo cha miaka mingi, kuanzia miaka 20, 30 au maisha,” alisema Marando huku mwenzake, Dk. Ngali akiongeza kuwa anayepatikana na kilo 210 anahukumiwa kifungo cha maisha.
Watuhumiwa wengine waliokamatwa pamoja na Morine katika Kijiji cha Mchinga Mbili, Lindi kwa mujibu wa Nzowa ni mwenye nyumba yalipokutwa madawa hayo, Pendo Mohamed Cheusi (67), mkazi na mkulima wa kijiji hicho na Hemedi Said (27), dereva na mkazi wa Mtoni, jijini Dar es Salaam ambaye pia ni mtoto wa mwenye nyumba hiyo.
Aliwataja watuhumiwa wengine kuwa ni  Ismaili Adamu, kwa jina lingine Athuman Mohamed Nyaubi (28), mfanyabiashara wa magari nchini Afrika Kusini na mkazi wa Moroco jijini Dar es Salaam.
Morine Amatus ni mkazi wa Mikocheni ‘B’ jijini Dar es Salaam na baba yake alikuwa Mkurugenzi wa Utumishi wa Benki Kuu ya Tanzania (BoT). Baba yake huyo alifungwa miaka miwili, Mei 24, 2010 kwa makosa ya kutumia vibaya ofisi ya umma.

 NZOWA KUDODOSWA
Alipododoswa zaidi Kamanda Nzowa, alisema kuwa wahalifu wengi wa madawa ya kulevya wanadhani sehemu salama ya kufanyia biashara hiyo haramu ni nje ya Dar es Salaam.
“Niwatahadharishe wale wote wanaofanya au kufikiria kufanya biashara hiyo kwamba waache kwa sababu polisi kwa kushirikiana na raia wema tumejipanga. Maeneo yote siku hizi tunayalinda, watakaojiingiza katika biashara hiyo haramu, watakamatwa tu,” alionya Nzowa.
“Nitazungumzia day one tu (siku ya kwanza). Tuliwakamata usiku baada ya kuwazingira katika nyumba ya Bi. Pendo Cheusi. Tukawakuta na madawa yakiwa yamehifadhiwa ndani ya madumu yapatayo nane yaliyokuwa na ujazo wa lita 60 kila moja, tayari kusafirishwa kupelekwa nje ya nchi,” alisema.
Alibainisha kuwa tayari madawa hayo yamesafirishwa kuletwa jijini Dar es Salaam, ili yapelekwe kwa mkemia mkuu wa serikali kwa ajili ya kuyapima, sanjari na kuyatunza wakati kesi ya watuhumiwa hao itakapokuwa ikiendelea.
Kamanda Nzowa amewashukuru  wote waliofanikisha kutoa taarifa ya kuwepo kwa madawa hayo, na kuongeza kuwa hiyo ni mara ya kwanza kwa Mkoa wa Lindi kukamata madawa mengi kiasi hicho.
Akawaomba wananchi kuendelea kushirikiana na vyombo vya dola kutoa taarifa pale wanapobaini kuwepo kwa vitendo ambavyo vinakwenda kinyume na maadili ya nchi.

UCHUNGUZI WETU

Kaka denies PSG deal

Real Madrid playmaker Kaka has rejected claims he has agreed a move to big-spending French club Paris Saint Germain.

PSG have been on a high-profile recruitment drive during the transfer window, narrowly missing out on a £25 million deal for Alexandre Pato, and appointed Carlo Ancelotti, Kaka's former coach at AC Milan, as their new manager last month.

Italian daily Gazzetta dello Sport reported on Wednesday that Kaka had agreed to be reunited with his old mentor at PSG, but the Brazil international insists he is committed to Real Madrid.

"It isn't true that I have made any agreement with another club ... I am totally focused on following my personal and collective goals at Real Madrid," Kaka wrote on his Twitteraccount.

Kaka, 29, has struggled to repeat the form he showed at the San Siro since his £56 million move to the Bernabeu with injury hampering his progress.

The midfielder, a former winner of the Ballon d'Or and FIFA World Player of the Year awards, signed a six-year deal when he joined Madrid in June 2009.
